House Appropriations Committee Chair Karlo Alexei Nograles today said the decision of the House of Representatives to approve and support President Duterte’s declaration of Martial Law is a courageous move that would finally demolish the stigma that equated it to authoritarianism and military abuse.

“President Duterte’s Martial Law has effectively been approved, upheld and ratified by Congress. We are convinced that the intention of the President is only to uphold our democratic way of life, to protect lives and properties, and defend our country’s territory and integrity. There is nothing to fear in this Duterte Martial Law,” Nograles said.

Nograles said that leaders whose heart is in the right place like President Duterte would know how to properly use the immense power and responsibility that goes along with the imposition of Martial Law and this would definitely redound to the best interest and safety of our country.

Nograles said that the task of fully cleansing Mindanao and the entire country of terrorism would really require extra-ordinary powers to fully unmask and neutralize terrorists who conveniently blend themselves with the civilian population to evade and hide themselves from pursuing police and military authorities.

He said that the attack of ISIS-linked Maute Group in Marawi City is a perfect example of how extremists can easily exploit security loopholes because of the Constitutional limits on how the security officials should conduct its peacekeeping protocols.

Nograles noted that after wreaking havoc in Marawi City and after terrorizing an entire nation, the Maute terrorists can simply blend back to the civilian population.

“These terrorists are fully aware that they enjoy the Constitutional protection against arrests without warrant. It gives them the power to terrorize our people while abusing our Constitution. Well, our Constitution also provides a way to fight back, and that is through Martial Law. The Constitution should only be used to protect the innocent and not the evil-doers. We should deny terrorists and rebels the opportunity to hide behind our Constitution and they must be made answerable for their crimes by any means possible,” Nograles said.

“At the same time, the Constitution still mandates that civil courts remain supreme, and those arrested must be charged within three days. We have the full commitment of our men in uniform that they will strictly abide by that Constitutional directive,” Nograles added.


A netizen expressed her disappointment to the media companies which even didn’t made a cause for the Marawi City Victims, while they were active in helping the victims of Yolanda and other calamities in Luzon and Visayas.

In a lengthy post, Rashmiah Lovely Dipatuan-Ampuan, a muslim and Engineer works at Provincial Government of Lanao Del Sur expressed opinion on social media how the media companies like GMA and ABS-CBN ignored the Marawi City Crisis which she labeled as ‘utmost calamity’.

She even claimed that the residence of Marawi City didn’t received any help or words of encouragement from the media companies, not like what they did to the victims of Yolanda, Sendong and other natural calamities that struck in Luzon and Visayas.

Rashmiah said that the media companies was only selective in helping people and doesn’t even care about the victims of Marawi City crisis who are mostly Muslim.

She said that the situation in Marawi City is worst than any natural calamities, because war can’t be ended immediately.

In her post, she reminded the people that not all Muslims are terrorist and not all Christians are holy.

Rashmiah and her family fled Marawi City because of the war between Maute Terrorist Group and Government forces.

She believes that most of the victims of discrimination in the Philippines are the Muslim in Mindanao and she realized it when the Crisis in Marawi happened.

After the deadly Typhoon Yolanda struck the provinces in Luzon and Mindanao, media companies like ABS-CBN and GMA quickly launched a cause like “Tulong na Tabang na” and “Tibay ng Pusong Pilipino” to help the victims of the natural calamity by selling it to the concerned citizens who wanted to donate.

Rashmiah saw herself and her family as victims of racial discrimination in the Philippines because they didn’t got the same attention that attained by the people of Luzon and Visayas during calamities.

Racial discrimination is also the reason why there’s an uprising in Mindanao because some of the Mindanaoans saw that the Philippines is only controlled by the ‘Imperial Manila’

Most of the senators expressed their support to the martial law declaration of President Rodrigo Duterte in the whole island of Mindanao.

Fifteen out of 23 senators, said that the Senate Resolution No. 388  also known as the martial law in Mindanao signed on Monday is “satisfactory, constitutional, and in accordance with the law”

“The Senate hereby supports fully Proclamation No. 216 and finds no compelling reason to revoke the same,” the resolution said.


The 15 senators who voted in favor of the martial law are all the members of the majority bloc of the senate.


“The acts committed by the Maute group are an open attempt to remove from the allegiance to the Philippine Government the part of Mindanao and deprive the Chief Executive of its powers and prerogatives to enforce laws of the land and to maintain public order and safety in Mindanao, hence constitutes the crime of rebellion,” the resolution read.

Meanwhile, eight senators, all whom belong to the minority bloc, and another two from the majority bloc did not sign the senate resolution.

The joint operation of Philippine National Police and Armed Forces of the Philippines Insilon Hapilon sparked the Marawi City Crisis when Maute Group attacked the government forces to prevent the arrest the appointed emir for the Islamic State in the Philippines (ISIP)


Hapilon was born on March 18, 1966 in Basilan Province and now considered as one of the most wanted terrorist of the U.S Federal Bureau of Investigation (FBI).


U.S Government describes him as skinny; may have chin hair and slight mustache and his personalty as “likable by peers; proud and confident in his abilities. He is a slim man with his height variously given at 5’6” or “approximately 5’5″ to 5’7″” and his weight as 120 pounds. His complexion is described as “tan” or “light-skinned”.

Hapilon finished his Engineering course in the University of the Philippines and can speak four languages.

The reason why he became a terrorist despite of being graduated in a prestigious university is still a mystery.

Islamic State refers Hapin as ‘al-mujahid al-muwakkal li-qiyadat junud ad-dawla al-islamiyya f-il-filibin’ (‘the mujahid authorized to lead the soldiers of the Islamic State in the Philippines’) and al-amir (‘the emir’).

He became a most wanted terrorist when he became involved in terrorist acts like kidnapping for ransom and murder against United States nationals and other foreign nationals in and around the Republic of the Philippines.

‘He also became second in command for the Abu Sayaff Group, after he leave his position as commander of the Moro National Liberation Front (MNLF).

One of the most infamous crime that Hapilon committed was the kidnapping of 20 hostages from Dos Palmas Resort in Palawan province in 2001. The victims included three American citizens, one of whom eventually was beheaded.

Because of the Dos Palmas attack, Hapilon was included on the FBI’s Most Wanted Terrorist with a $5-M (P249-M) reward for information leading to his capture.

Several large-scale military operations has targeted Hapilon, but the terrorist leader survived the attacks.

Last year, ISIS chosen Hapilon to lead the Islamic State group branch in Southeast Asia.

On Tuesday, government forces tried to arrest Insilon who allegedly wounded by the recent operations of AFP against him, but the Maute terrorist group blocked the operation and temporarily occupied Marawi City.

Until today, the search for Insilon Hapilon continues and his arrest might prevent the Islamic State to build army in South East Asia.

The Armed Forces of the Philippines (AFP) reported on Sunday that there have been a total of 96 deaths due to the ongoing operations against the terrorist Maute Group.


In a story by GMA News Online, AFP spokesperson Brigader General Restituto Padilla was cited for the death toll, which is composed of 61 terrorists, 15 government troops and 19 civilians.

Eleven of the 15 state forces slain were members of the military while the four remaining were from the Philippine National Police. The story also mentioned that there are 39 other security personnel who have been wounded as of Friday.

The 19 civilians include the eight missing bakery workers who were found dead along a highway in Marawi City.

A separate story posted by Rappler said there were also three women and a child found dead close to a university.

President Rodrigo Duterte has proclaimed martial law in the whole of Mindanao in the wake of the hunt down against the terrorists believed to be linked with the Islamic State.

The Department of Social Welfare and Development said that there have been more than 50,000 displaced Marawi residents, which constitutes 90% of the city’s population.



There are 3,759 persons staying in the 13 evacuation centers while the remaining 51,089 are staying with their relatives in the nearby cities and municipalities.

Senator Risa Hontiveros claimed that there is a need for a joint session to discuss the report of President Rodrigo Duterte regarding his martial law declaration in Mindanao following the Maute group’s attack in Marawi City.

As explained by the lady senator, the legislature has the constitutional duty to scrutinize the report of the President on the declaration of martial law before a joint session; further noting that lawmakers have the duty to evaluate if the declaration has basis or not, an article published by GMA News Online mentioned.


Earlier, Senate President Aquilino “Koko” Pimentel disclosed that Congress only needs to convene jointly if it intends to revoke or limit the President’s order. On the other hand,  House Speaker Pantaleon Alvarez expressed full support for the Chief Executive’s declaration.

As such, House Majority Leader Rodolfo Fariñas stressed that the House and the Senate only need to convene if the submission is made by the President himself to Congress.

Considering all commentaries on the matter, Hontiveros then called on the lawmakers to not take the issue “lightly.”

“With all due respect to the leaders of the two chambers of the legislature, but how can we get the exact sense of the majority of the lawmakers if we don’t convene in a joint session? I hope the legislature is not taking the declaration of martial law lightly,” the lady senator was quoted saying.

As explained by Hontiveros, there are no provisions in the 1987 Constitution that say a joint session on martial law declaration is optional; citing further that a joint session could be an opportunity for lawmakers to show the public where they stand on the current issues.

Likewise, Hontiveros stated that the public deserve to know where their lawmakers stand on this important matter.

President Duterte placed the entire Mindanao island under martial law at 10 p.m. Tuesday following reported attacks of the Maute group in Marawi City.

Newly appointed Metropolitan manila Development Authority (MMDA) Chairman Danny Lim ordered Tim Orbos, MMDA general manager, to investigate and file possible charges against a gun-toting motorist.


As mentioned in a GMA story dated May 26, 2017, a towing team from MMDA was conducting an anti-illegal parking operation at Scout Tobias Street corner Scout Limbaga Street in Quezon City where the car of the suspect, identified as Ronnie Tampingco, was illegally parked.


Towing team leader Larry Miravite told Tampingco, an agent of Optical Media Board, that his car will be towed because it was parked at a tow-away zone, but the supect cursed him.

Before boarding his car, the suspect lifted his shirt to show a gun tucked in his waist.

Lim said he will not let the incident pass.

“We will not let this incident pass because we have to protect our people from abusive individuals but we will not also tolerate our personnel who are engaged in illicit activities. We will also apply on them the full force of the law,” he said.

Is the Magdalo where Senator Antonio Trillanes belongs connected to the Maute Terrorist Group?

Retired Major Abraham “Abe” Purugganan who led the bloodiest coup during the Cory Aquino administration revealed that his friend who is a retired General gave him a shocking information about the Magdalo Group of Senator Antonio Trillanes IV.

According to Purunggan’s friend, the attack in Marawi City was unusual because jihadist like Maute Terrorist Group do not attack before Ramadan, because it’s considered as a holy month for Muslims.

The retired general believed that the attack in Marawi was designed to embarass President Duterte while he’s in Russia or to affect the peace process between MILF and Philippine government.

The source also claimed that Magdalo group still received supply of firearms for their alleged operation during the ramadan to sustain peace in the place.

It also reported that some members of Maute Terrorist Group are also members of Magdalo Partylist or the Samahang Magdalo where Senator Antonio Trillanes IV belonged.

The retired general felt that the reason why President Rodrigo Duterte declared martial law was because the terrorist attacks might continue even on Ramadan.

A friend who is a retired general, a veteran warrior who spent his military career for more than 20 years in Mindanao told me today that the terror attack in Marawi is unusual. 
According to him, jihadists do not launch attack before Ramadan. Usually, they attack after hariraya puasa or fitri. Take note that Ramadan is a holy month for Muslims. They respect and abide by it. 
And why Marawi? According to him Marawi is a sanctuary and it is unlikely to be a target. Unless, it was designed to embarass the Pres Duterte while in Russia or drive a wedge between the MILF and the President to scuttle the on going peace process so that war can come to Mindanao. 
To add to this, they may even be igniting a religious war. Look at the people and establishments that they have targetted. 
According to him, somebody is playing jihadist. 
There is prior information last April of pilferages of firearms by Magdalo group for allegedly continuing ‘special ops’ during the Ramadan to sustain disturbances operation’.
Now, some Maute members are reportedly also members of the Magdalo Partylist or the Samahan Magdalo. 
I am trying to withhold my conclusion pending more information to confirm this but my experience in intelligence analysis tells me that there is a connection especially when all information points toward Magdalo. 
Precautions have to be made. 
What is scary here is that the report mentioned of continuing ‘special ops’ and ‘sustain disturbance opns’ during the Ramadan which could mean that other terror attacks may be forthcoming. Ramadan starts on 27 May up to 25 June, a month-long activity. This may be the reason why ML was declared. 

With this, I enjoin everyone to be alert and be careful. 
The government should investigate immediately and make arrests if necessary. Life of people here is at stake. There is imminent danger. National security is threatened. 
Some politicians are playing with fire. They can afford to sacrifice the lives of our people and plunge this country into chaos just to pursue their selfish political agenda. This is really too much. This is treason and rebellion. 
Let us pray that the situation will not escalate. And that all people responsible for this destabilization plot will be neutralized.

In the comment of his own post, Mr. Purugganan urged the government to start securing schools churches and mosques because if Maute terrorist group pledged their allegiance to ISIS, they might imitate how the international terrorist group attacked the citizens of Syria.

Purugganan also believed that some ‘wise people’ orchestrated the attack in Marawi City and they want the Philippines to become a war zone between Muslims and Christians.

“A religious / tribal war is one of the characteristics of the ISIS problem in Syria. This maybe the reason why they targetted Marawi where 9 Christians were executed and church workers made hostages and were kidnapped,” He said.

Philippine President Rodrigo Duterte declared Martial Law on the island of Mindanao for 60 days due to the on-going clash of the Maute Group in Marawi city which started last Tuesday, May 23.

Ongoing hostilities between government and terrorist groups in Marawi City entered its fifth day on Saturday amid a rising death toll.

While government has yet to release official figures on civilian deaths, ABS-CBN News' Chiara Zambrano reported finding bodies of those believed to have been held hostage and slain by the terrorist Maute group on Tuesday, when the fighting flared up.

"The 9 civilian hostages killed by the Maute Group on May 23 are among several decomposing corpses lying around Marawi City," Zambrano tweeted.

Zambrano, who is covering developments in Marawi City, also tweeted a photo showing a stalled truck in the middle of the road.

Zambrano said that the truck was flagged down by the Maute group on May 23, the day the fighting erupted.

The truck was carrying nine passengers at that time.

They were hostaged, tied up and eventually shot dead.

The Maute terrorists who recently took over Marawi City in Mindanao on May 23 reportedly beheaded a local police chief, President Rodrigo Duterte announced in a press briefing on Wednesday. According to the president, the attack occurred at Malabang, a town situated near Marawi City.
The president revealed this heinous crime to the media in order to justify the need to impose Martial Law in the entire Mindanao island.

Duterte said that the police chief of Lanao del Sur municipality in Marawi City was killed after he was stopped at a checkpoint run by the terrorist group. He also suspects that he was beheaded at the checkpoint itself.

“The chief of police in Malabang on his way home, going back he was stopped by a checkpoint manned by terrorists and I think they decapitated them right then and there,” Duterte told a news conference.


The president also took notice of the establishments that were allegedly burned down by the Maute group.

“The hardest thing to deal with is the arrival of ISIS in our country and it has come to pass that there is really a war going on and street fighting in Marawi itself,” Duterte said.

“I do not know how many buildings were destroyed,” he added.

The Maute group’s siege and raising the ISIS flag in Marawi is considered a crime of rebellion as stated by the president. Aside from removing the city from its allegiance to the Philippine government, they also deprived the Chief Executive of his authority to enforce the laws of the land and to maintain public order and safety in Mindanao.

“These things government cannot allow it is an open defiance and the violence and the atrocities continue government must put an end to this. I cannot gamble with ISIS because they are everywhere,” Duterte said.

A US warship sailing very close to the Panganiban (Mischief) Reef in Spratly’s was meant to defy China’s claim to the disputed territory earlier invalidated by the international arbitration court in The Hague, Netherlands, a Washington official said.


The US Naval warship USS Dewey has reportedly sailed within 12 nautical miles of the contested island which is under China’s control early this month.

It is the first of the so-called “freedom of navigation operations” (FONOPS) conducted by the US since President Donald Trump took office early this year. It is also the first patrol near land feature included in The Hague ruling which invalidates China’s claim to the disputed territories.

The US official told Reuters the “maneuvering drill” carried out by the USS Dewey involved conducting a “man overboard” exercise, specifically to show that the operation remains an innocent passage that is within the FONOPS.

“USS Dewey engaged in normal operations by conducting a maneuvering drill inside 12 nautical miles of Mischief Reef,” the official, who spoke on the condition of anonymity, told Reuters.

“The ship’s actions demonstrated that Mischief Reef is not entitled to its own territorial sea regardless of whether an artificial island has been built on top of it,” he added.

Beijing, for its part, has claimed that two Chinese guided-missile warships warned the US warship to leave the area immediately. A protest has also been lodged with the US following the incident.


A very controversial Facebook post of a netizen is now circulating in social media following the attack of Maute group in Marawi City that led to declaration of Martial Law in Mindanao.

Jelomir Abcede, a coach according to his profile posted a question about Bam Aquino's recent visit in Marawi.

"Did Bam Aquino have a meeting with the Maute Rebels before the Marawi City attack?," he asked.

According to Philippine Information Agency, a government website, Senator Bam Aquino visited Marawi on May 19, 2017 to inaugurate the first Negosyo Center in the Autonomous Region in Muslim Mindanao (ARMM).

The center is located at the TLDC Building in Lanao Peoples' Park, Barangay Datu Saber, Marawi City.

The establishment of Negosyo Center is anchored on Republic Act No. 10644 or the Go Negosyo Act, authored by Senator Bam Aquino and signed into law by President Benigno Aquino III on July 15, 2014.

"Matagal na naming tinatrabaho ito with the Department of Trade and Industry (DTI) kaya natutuwa tayong ito’y naging isa nang katuparan,” Aquino said.


Because of this recent visit of Bam Aquino to the said city, Jelomir Abcede suggested that the current government should look into the affairs of the Aquinos. "Coz they've been historically associated with the rebels. Just remember Ninoy Aquino was one of the founders of CPP-NPA," he said.

Many netizens concurred to Abcede and recommended that Bam Aquino must be investigated about the matter.

"Maybe!!! This is during the time when Bam Aquino is in Iligan City right after going to Marawi city...Hay naku huwag naman sana if this true speculation i don't know what to say! #GalawangDilaw OMG!," one netizen commented.

In the 475 days since the late President Corazon C. Aquino created the Presidential Commission on Good Government (PCGG) on February 28, 1986, up to July 26, 1987, the last day of her revolutionary government, the PCGG sequestered more than 800 corporations, subsidiaries and other suspected ill-gotten wealth worth billions of pesos.

More assets, including cash, jewelry, treasury bills, shares of stocks, trust funds, bearer certificates, real-estate properties, aircraft, vessels, buildings, condominiums, apartments, houses, newspapers, radio and TV stations, were quietly sequestered, confiscated and been surrendered.

Subsequently, many of these assets either mysteriously disappeared or taken over by Mrs. Aquino's own relatives, friends and cronies.

One "miracle" quickly followed after another in the 18 months of the Aquino administration, whose regime was known for numerous "miracles".

For instance, it took the Aquino administration one day, just one day, to investigate and settle the assets of billionaire and confessed then-President Ferdinand E. Marcos crony and front man Jose Yao Campos. The hasty and injudicious settlement of the 99 corporations and subsidiaries worth billions of pesos in Vancouver, Canada, saw the PCGG acting as investigator, prosecutor and judge, all at the same time.

Even more reprehensible, as detailed in Cecilio Arillo' book Greed & Betrayal (published by Amazon), was the wholesale granting by the Aquino regime of immunity from civil and criminal prosecutions to scores of Marcos friends and cronies, who should, otherwise, have been thoroughly investigated and put in jail.


Because of this, the PCGG earned the sobriquet "pestilential combination of graft and greed" as some of those empowered by the Aquino administration to sequester the ill-gotten wealth of Marcos, and his cronies transformed themselves, in just a few years, from virtual paupers, after emerging from their hideouts with empty suitcases, to veritable taipans, oligarchs and arrogant politicians, complete with mansions, expensive cars and millions of pesos in bank accounts.

And while the number of poverty-stricken people increased by the day, their proud and bejeweled wives shamelessly flaunted their newly acquired wealth and often graced the front and society pages of the country's newspapers and TV channels.

The chairmanship of the PCGG in Aquino's time had changed hands five times—from former Senate President Jovito R. Salonga, to Ramon A. Diaz, to Adolf S. Azcuna, to Mateo T. Caparas and to David M. Castro.

And yet, not one of them and Aquino had rendered to the nation a complete individual accounting of the purloined assets despite the constitutional mandate in Section 1, Article XI, that: "Public officers and employees must, at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty and efficiency, act with patriotism and justice and lead modest lives."

On March 3, 1999, the PCGG, exactly 17 years today after its creation, is still enmeshed in a web of legal controversies, onerous compromise deals and accusations of graft and corruption.

The quasi-judicial body, with vast powers to sequester, issue summonses and grant immunity from prosecution, was also mandated to prevent concealment, destruction and dissipation of assets; investigate cases of corruption; and adopt safeguards to ensure the plunder shall not be repeated in succeeding administrations.

To ensure success, the Aquino regime allotted P649 million for its recovery efforts, set up offices here and abroad, employed more than 1,500 foreign and local lawyers, accountants, intelligence agents, fiscal agents and asset monitors, and gave the PCGG unhampered access to all branches of government.

But what happened?

In six years ending June 30, 1992, the PCGG recovered only P4,216,654,434.09 in cash, less than P10 billion in kind and $356 million in Swiss bank pledges out of the $15 billion the Aquino administration claimed Marcos, his relatives, friends and cronies had plundered in 20 years. Some estimates even placed the purloined assets at between P25 billion and $250 billion, including gold hordes.

But how could this be possible when Marcos's official accumulated budget in 20 years was only P486.42 billion?

This is a highly controversial government agency that should not escape President Duterte's attention.

MANILA, Philippines – The black banner of terrorist group Islamic State (ISIS) was seen atop at least two vehicles roaming the streets of Marawi City on Tuesday, May 23, as a gun battle raged between the military and local terrorists.

Residents of Marawi City took to social media to post photos, videos, and updates on the ongoing clashes. They posted photos of soldiers and their helicopters, Maute members and their black flags, and fires breaking out Tuesday evening.

MANILA, Philippines  –  China chose to brush aside the recent claim by President Rodrigo Duterte that Chinese President Xi Jinping has threatened the Philippines with war if it pursue its plan to drill oil in the disputed territory in the West Philippine Sea.

In a regular press conference on Monday, May 22, Foreign Ministry Spokesperson Hua Chunying said China’s position on the South China Sea issue remains ‘consistent’ and ‘clear cut’ – being committed to resolving the disputes on the West Philippines Sea through negotiation and consultation.


The Chinese official did not confirm if Xi indeed threatened Duterte with war, but said the ongoing bilateral consultation mechanisms provides  platform for both governments “to manage differences and conduct cooperation”.

“During President Duterte’s visit to China, the two sides have exchanged in-depth views on the development of China-Philippines relations and other relevant issues. The two sides have agreed to strengthen communication on major issues concerning the development of bilateral relations,” said Hua in a statement.

“Going forward, China wishes to work with the Philippine side to implement the consensus between the two presidents, properly resolve disputes through peaceful and friendly consultation, and continue to deepen and broaden practical cooperation in various areas for the continuous sound and steady development of China-Philippines relations and regional peace and stability,” the Chinese official added.

Last Friday, Duterte admitted Xi warned him of war if the Philippines would stand firm on the arbitral ruling and drilling oil in the West Philippine Sea.

‘He told me ‘Well, we are friends. We do not want to quarrel with you. We would want to maintain the present warm relationship. But if you force the issue, we will go to war,'” the Philippine leader was quoted as saying.

A total of fourteen brand new (14) luxury cars were seized. Some of these, as seen in the videos, are Land Cruisers, Mercedes Benz, and a Ferrari. There is also a McLaren but the same is not seen in the videos.
